ITP: ng - lightweight console-based editor with i18n support.

I intend to package ng-common, ng-latin, ng-cjk, ng-cjk-canna.
Ng is a lightweight editor which can handle several languages.
ng-common contains a wrapper script named /usr/bin/ng that
detects which locale is set and runs either of ng-latin,
ng-cjk or ng-cjk-canna properly.
ng-latin supports ISO-8859-x charsets.
ng-cjk supports EUC-JP, Shift-JIS, ISO-2022-JP, EUC-KR,
EUC-CN(simplified-Chinese only) and ASCII.
ng-cjk-canna supports Canna, the famous Japanese input method in
addition to the coding systems supported by ng-cjk.
