Bug 27092 breaks localisation of potato install (IMPORTANT)

Someone on irc complained that xdm doesn't parse /etc/enviroment.

The effect is that on console sessions you have german error messages
and "o "u "a. Under xdm sessiosn on the other hand everything is
english and no "o "u "a.

For a new user that just installed Debian it will be mind killing to
figure out whats going on.

The fix (workaround) is to parse /etc/enviroment in the startup files
for xdm sessions, so its a very small change.

I know its very close to release but after all the work thats gone
into localising the bootdisks they should at least work. Any good
reasons (apart from time) against this?

May the Source be with you.

PS: I've changed bug 27092 to important because of this.
