First, you should find out where this dependency is pulled in from.

And yes, you can have a shlibs file in your build directory. I did
this once to override a bad dependency of a library. But I cannot
tell from memory how this should be done. Please read the appropriate
docs (packaging manual, I guess).

Uh - isn't the highest version the most bug-free one? :)

Anyway, you can have a couple of tcl/tk runtime packages, but only
one -dev package. And obviously, this is where the version number
in the dependence comes from.
So there is not really (means under all circumstances) the need to
compile against the latest version, since anybody can have more than
one runtime package.

However, I like to trim the packages on my machine to save space...
