Need for non-free packages

     Several postings to this list over the last year, including Brian
Almeida's <bma@debian.org> "very brief mini-HOWTO" for migrating to
GPG recommend installing gpg-rsaref and gpg-idea, as well as gnupg.

    Are these two non-free extensions necessary to make an adequate
replacement for pgp for signing packages, votes, etc.?
