Changed-by == Uploader, unless it's a sponsored upload, which is a minority.
Or some similar awkward situation.

Since we should phase out the whole sponsoring idea soon (meaning the
sponsees will become official maintainers and be able to upload themselves),
there should be no need to support this too.
