Yes, but there are programs that are not to be kept running during the
whole system run, but rather for a period of time. For example, having
a copy of less +F /var/log/syslog/syslog on a console is generally a
good idea, and having it respond to SIGHUP for re-initialization after
the logs have been rotated is too.

I don't think that one should bother init with that kind of stuff.
