What's wrong with seeing if the debian version number has a "." in it.
This doesn't work for debian-upstream packages though :-(

On a side note, could dinstall refuse to close bugs for other packages - 
for instance if packafe foo had bug 12345 and package bar had 12354 then

foo (1.2-1)
  * new upstream (closes: #12354)

would get a messages back saying "not closing bug #12354 because it is
listed against "bar" rather than "foo".
