Doesn't this already happen?  Usually when I join mailing lists I get
about 2-3 messages; how to use the list, what the list is for, etc.

Not only that, but make it really easy to turn on these features so
that all mailing lists around the world can benefit :).

The problem is probably more generic; for instance, you might want to
send out CONFIRM's when people use excessive quoting, long line
lengths, etc.  As the software gets smarter it could even assess the
email for Netiquette.  But one step at I time, I think.

A helpdesk system for free software?  Buahaha, it'll never happen.
