There is nothing magical about '/dev', and there are a number of cases where
building devices in some other place makes lots of sense.  The MAKEDEV script
has always made devices in the current working directory except for the 1.6
flavor that was very non-free that shipped with Debian for a while until I
noticed the license after adopting it.

I'm strongly considering completely rewriting makedev to be completely table
driven... if I go that far, there's a very good chance I'll completely rethink
the default behaviors.
