Heaps of duplicated files between woody and potato

Can anybody tell me wether there is any sane reason
why humongous amounts of files have been duplicated
from potato to woody ? It would have been much better
to just symlink them from woody to potato.

It strikes me that this is an uneccessary waste of 
diskspace and bandwith of mirrors.

For people normal connections or analog leased lines
or limited diskspace it is an enormous burden that is 
unecessarily put on them.
