It doesn't include it as a file:

quango4 /usr/src/mentor$ dpkg -c /sda1/debian/dists/stable/main/binary-i386/base/modutils_2.1.121-18.deb | grep linux
drwxr-xr-x root/root         0 1999-01-30 11:04:54 usr/include/linux/
-rw-r--r-- root/root      5086 1998-10-18 16:39:52 usr/include/linux/kerneld.h

(And, it doesn't include it at all in potato.)

Sounds like dpkg is confused.  Or, maybe you manually symlinked
/usr/include/linux somewhere else.
