concensus on removing TeX and Emacs from standard

I would agree that Emacs and Tex should be taken out of standard. They do not seem to serve any useful purpose there. When I set up a box for myself, I always deselect Emacs, because I know it is bloated and that I am not going to use any of it. It seems a waste to install it by default on all systems equally, as if it were so important that Linux couldn't run without it.

It doesn't include many large applications, but it does include Emacs
(this is more of a piece of infrastructure than an application) and a
reasonable subset of TeX and LaTeX (if this is possible without X). [2]

What does this mean, "more infrastructure than an application"? I have never run Emacs on a Debian system. What depends on this "infrastructure"?
