Hurd is not a package whch replaces Linux. It's a different system.

At one time (later this year), we will have binary compatibility with Linux
(modulo ioctls, syscall emulation will be added later, I think). Then one
could think about using Hurd under Linux.

But it will be in the other direction more likely, we will use i386 packages
on the Hurd, and add Hurd features to them.

My point is, hurd is a different architecture. We'll need more time than one
minor point release. It's hard to say when we are ready for release, but
probably not this year.
