Oops. That's a bug in boot-floppies. I've fixed it on my sources for
boot-floppies_2.1.7.

Which version of MAKEDEV are you using?
Using makedev_2.3.1-14.deb:
# /dev/MAKEDEV -v st0
create st0 c 9 0 root:tape 0660
create nst0 c 9 128 root:tape 0660
