What exactly are you suggesting? It is not at all clear.

Do you expect dpkg/dselect to run quickly on a low memory
machine with the quantity of packages we have today? You can't
have your cake and eat it; it takes real memory and CPU
cycles to deal with the quantity of packages we have.
