It doesn't. ld-linux.so.2 acceses. This program is used for all
dynamically linked executables to resolve the shared libraries. It needs
to read ld.so.conf in order to find all the directories where libraries
might be located. In this case /usr/X11R6/lib. Since it can't read the
file, it cannot find the needed libraries, and thus the program will not
run.
