It means there is not any way for a package using that shared lib to
automatically guess which package it should Depend: on, because there is
no *.shlibs file. A long time ago there was a versioned libbfd package,
which was only used by binutils, I think the maintainer just decided to
simplify this.

Since those utilities use the shared library contained in the binutils
package proper, there is no need for binutils to have a Depends field on
itself.
