emacs20: important bug a bug in emacs or a bug in "alternatives"?

Could the resident alternatives mechanism gurus examine bug 33237 and
tell me if this is in fact a problem with the alternatives mechanism
or just an emacs20 bug?

I'm fairly busy with 20.4 right now, so if it's easy for someone
knowledgable to answer this, it would save me some time.
