No, I beg to disagree.  Debian ships several implementations of echo and
IMHO we should make these behave as similar as possible/reasonable,
adhering to the principle of least surprise.  

This should not be taken as a Standards Issue, it is a simple matter of
coordinated pragmatism.

IIRC it is part of the Debian system, be it essential or optional.
