Shouldn't /usr/doc/*/copyright actually contain copyright information?

Shouldn't /usr/share/doc/<package>/copyright actually contain 
copyright information? Because quite a few of them don't.
For example, take /usr/share/doc/apt/copyright, which I
checked today to see who would have to give the execption
to Corel. It says nothing about the copyright, only the
license.
