Possible bug in multiple packages



I would like to address what appears to be a bug in a number of packages.
sendmail, along with several other packages, sets up the /etc/init.d/ script
with a check in the script for /usr/doc/package to verify that it is
executeable.  This SEEMS like it would be a bug in the package, since the
documentation should not be required when running the program.  I havn't had a
chance to check many packages yet, but it appears to affect at least three
packages.  Since we are moving to /usr/share/doc, this would completely break
the startup of these daemons.  Is there currently a policy to require the docs?
