If it's listed in /var/lib/dpkg/info/*.conffiles, it's a conffile.

If you are not the maintainer of the package which registers those
conffiles, and you piss on them without using a documented procedure,
you're violating policy, as well as the integrity of the system.

Is that clear enough for you?
