The package is "pump". Actually, there is some 2.0.x kernel dection
code in the source.  I don't know if it actually works on 2.0.x, but
it might.  (I haven't tried it on 2.0.x yet.)

The one caveat with pump is that you need packet socket in
the kernel, I'm not 100% sure that our default kernels have it, and if
you recompile your kernel, you need to make sure you include it.  (It
allows you to send raw packets - I'm pretty sure it is needed for
dhcpcd 1.3.x too.)
