  Okay, I'll have a look at docbook. I guess I'd just like to know
what people are using to generate both HTML and man pages with.

  I was referring to:
<!doctype linuxdoc system>
<manpage ...>

  Writing manpages is something I'd prefer to avoid if there's an
easier option :)
