ITP: PyPAM

I intend to package PyPAM, Python bindings for PAM
(http://www.pangalactic.org/PyPAM/). It's the Python equivalent of
libauth-pam-perl:

PyPAM is GPL'ed. Due to the lack of a better name, I will call the
package python-pam.
