I think it was originally made extra because it isn't something randoms should
try to configure and use.  You don't need BIND to be a DNS client, after all,
and most users are clients.  It could just as easily be 'optional'.

However, note that as soon as I upload BIND 8.2.X packages, BIND will be
moving to non-free due to the license on the DNSSEC library code from RSA.
It's "free enough for BIND", but not DFSG-compliant.  Therefore, anything
that depends on BIND will need to move to contrib after that upload, coming
later this week.

Yes, this does indeed mean no DNS server in Debian main... until/unless DENTS
is packaged.  Get over it...
