Perhaps not...

I got the impression from the FHS list that they were going to back out 
of /var/state, at least for package managers... It seems that both 
Debian and Red Hat have a long history with /var/lib/{rpm,dpkg}, and 
do't seem likely to change, regardless of FHS.
