Intent to package mmorph

Mmorph is a natural language morphology tool based on the two-level model.
It comes from ISSCO, a computational linguistics and AI research lab at
University of Geneva, and is part of their MULTEXT system.  The license
is something between BSD and X, but it looks DFSG-free to me.

Section will be misc (since science is not there yet) and priority will
be extra.
