new virtual package - perl5

There needs to be a new virtual package: perl5.
Each versioned perl will provide this. Any package that doesn't need to
depend on a specific version of Perl can depend on this package and get
some version of perl5. This even prepares us for perl6. (Bug #6746)
Note that only Perl will be providing this virtual package, so there
should be no problems.
