Ian's analysis relies on the "uselessness" of non-develepors' posts. Closing
-devel to non-developers means ignoring interesting feedback.
We would then have the choice between letting people post to -user which is
not really appropriate or creating a new list, and we'll get back to the
same problem.
I don't think that ignoring non-developers is a solution.

I do not see the difference between -private and -devel's proposed format
about this matter.
