It isn't discussed rationally anywhere, because it is a stupid
political issue. The "licensing issue" is a smoke screen to hide the
real issue, and that is glibc recommends it be compiled with egcs
instead of gcc.
That is why gnu.org no longer carries glibc 2.1.
It is still available from sites controlled by sane people.
