remove arla from nonus

Could a non-us archive maintainer please remove the arla binary package from
non-US? The binary package is really not useful since in its current form it
needs to be recompiled from the source package for a specific kernel. And it's
apparently caused a couple complaints to the arla authors.

After the next two weeks hopefully I'll have a chance to recompile it for the
normal 2.0.36 kernel and figure out how to compile different versions for each
specific kernel. In the mean-time the binary package really ought to be
retracted.

Sorry to anyone who has tried to use it.
