Intent to package "vibrant" graphical library

"vibrant" is the graphical library of the NCBI-tools, master source of the 
already existing blast2 and ncbi-tools6 Debian packages. I intent to package 
it.

Technical difficulties unknown. It is a huge and messy monster, like the rest 
of the tools.

Same licence as the rest of NCBI-tools (public domain...).
