Why not have a preinst script pass the information to a tool that puts
the config info in its place, pursuant to any system level configuration
options (mode) - perhaps even one that sends the info on to remote
machines, what happens when it gets there would depend on the mode of
the remote machine.  Conceivably the config info could be held,
installed immediately, or even processed further (but that's another
thread) ...then dpkg can go ahead with the installation.

Naturally the above scheme would have a way of communicating things
like upgrade, new install, override, ... to the target machine(s).
