All you can really do is define data structures, yes.

OTOH, a program is only data. So, you could define XML for IF like this:

<IF COND="$fred">
 ...
</IF>

And looping, etc.  Cold Fusion (spit!) does this.  It's pretty awful.
Don't go down that road :-)
