Sure. But, there is no single "skeleton". There a many classes off apps and
there is no good way to make a skeleton for them. There is also no one way of
setting up source directories -- whatever works for you.
That said, find a program similar to yours in some way -- uses the same
toolkit, does the same/similar thing, uses the same language, etc.
Read the GNU coding specifications. Not a requirement, but many things are
also nice to do.
