Need someone to do a NMU for hamm

Can a maintainer with a Debian system running hamm, do a NMU of bibtool 
(current hamm version is 2.43-1.1) to fix Bug#31723.

Here is the change that needs to be made to fix the bug.
Line 17 of debian/rules needs to be changed from:

	(cd Doc && $(MAKE))

to

	(cd Doc && $(MAKE) bibtool.dvi c_lib)
