What do you mean?  Methodology, or namning?

Naming is canonical, yes - libnet-daemon-perl would be the name.

Methodology, there isn't a canonical answer - but it's pretty easy.
Download an existing perl package or two and take a look at their rules
files.  (Manoj's at master.debian.org/~srivasta, maybe)
