Yes, that's correct.  It doesn't solve the whole problem.

But having a single up-to-date set of config.{guess,sub} files would
be beneficial to people who are using Debian to do development.

Also, some packages (like Gnome) have an ./autogen.sh script that will
update these files in the source package.
