I know nothing about INN or cleanfeed, but IMHO we (debian) should be trying
to package everything we can to provide a system for anyone to use - and to
try and make it as easy to use as possible.
So I say that if someone wants to package cleanfeed then they can - even if we
need a INN-with-perl-hooks package to go with it.
