I have read the DFSG2 draft. It makes me sad because I remember the
original discussion in 1993 where the goal clearly was to be as free as
possible, while remaining in the spirit of the GPL, but with the primary
goal that there should be no restriction on the redistribution/sale/etc. of
the Debian packages and [then upcoming] CD-ROM.
I believe we should stick with this ideal: *any* license that does not
prevent any form of distribution of the Official Debian */* CD-ROM should
be allowed.

No: Knuth does not permit *any* modifications of the file. Let me quote
the the header of the tex.web file (given that it is a very mild violation
of the clause and serves to clarify this matter I hope Don will forgive me
:):

% Copying of this file is authorized only if (1) you are D. E. Knuth, or if

TeX includes its own patch file format which is used by all distributions
of TeX, including teTeX/texk used by Debian.
I'd be sad if TeX had to go out of main.
