Intent to package CWEBx

CWEBx is Marc van Leeuwen's version of CWEB, a system for Literate
Programming written by Donald Knuth and Silvio Levy.  It is a complete
rewrite of Knuth & Levy's code, but has similar functionality.  There
are some enhancements over the original CWEB, but there is a
compatibility mode in which it attempts to behave like the original
CWEB.

The licensing is the same as that of the original CWEB, which would
allow it to go into main.
