Re-orphaning tkman (non-free)

As Alex Withers, who offered to take over this package (causing it to
be removed from the WNPP list), has still not registered as a
developper in the last monthes, and does not seem to be actively
working in this direction, I re-orphan this non-free package known as
tkman.

Please override-change make the mainter to be "Debian QA Group".

The future maintainer should probably have Tcl/Tk knowledge (which I
don't have), or should be willing to learn that (which I don't
either), as upstream author does not want to implement features I
think would be useful, nor answering to some questions I asked about
things I feel are bugs. Alternatively (or additionnally), the future
maintainer could be more skilled in diplomacy than I appear to be in
the light of the last mail exchanges I had with upstream author.

I'll file my tkman-related mail folder as a quiet bug report, for
reference as to what I would have liked to do with this package.
