That's the exact reason. 

Someone (Guy?) mentioned reasonable offers for developer snapshot.
Unfortunately I cannot agree on that. The only offer available in Germany
the last time I checked (4 months ago) was 80DM for 2 CDs. Given that we now
need at least 5 or 6 (including source) this would go up to 240DM. ANd to be
useful a developers CD should be out once a month or at least every two
months. So we're talking about so significantg money I started thinking
about download again.
