The simplest change seems to be to remove the mention of SPI and s.9:

[Debian developers may... ]
4.1.6   Together with the Project Leader, make decisions about
        property held in trust for purposes related to Debian.

[The Project Leader may...]
5.1.10  Make decisions affecting property held in
        trust for purposes related to Debian.

But what does "Together with the Project Leader" mean in s.4.1.6?
Can the Project Leader override a General Resolution if it deals with
property held in trust this way?

And in s.5.1.10, a bald statement like that may inspire the tax people
to claim that the property is personal to the Project Leader -- thus
defeating the original intent in framing the role of SPI so carefully.

Perhaps these two clauses should simply be deleted?  Then the issue
can be decided later.
