Local repository == local copy of checked out stuff

cvs.debian: no

*ponder*  Yes, it's in documentation/install.sgml.  Do yo want to work
on it?

I can't say either.  I'd say, prepare something so the boot-floppies
team can take a look at it.  If you can't find the sgml source, drop
me a note.
