packaging: slatec (numerical lib)



	A favorite huge fortran library.  Things seem to be working well.
I had to write makefiles and organize the code into a directory strucure.
 Some of the tests fail , but the manual says that does not mean that the
routines are neccesarily bad. 
	
	In the future, we need to pull the blas files out and link to a
shared blas lib, so that optimized blas is available (a non-free one, for
example)  Blas , linpack, and lapack routines are commonly included in the
source (all mixed in, not in a separate directory, but maybe exactly
compatible, who knows ?)  in these libs.  Organizing the science libs will
take some work.
