This depends on what you want.
The machine that runs ftp.debian.org is maintained by Greg Hankins,
<gregh@cc.gatech.edu>.
The archive that is beneath /debian on that host is maintained by
Guy Maor <maor@debian.org>.
And at the end the packges within the archive are maintained by a
group of >360 Debian maintainers.
