Upgrade README

Yes, I will make it that way.
I agree with /upgrade for the directory. I will rename the file
to README-upgrade.
I have the current versions of the README and the script in
~hilliard/upgrade now. When I don't expect any more changes (probably
some time tonight) I will move them to Incoming/upgrade-i386, and
followup on your bug report to get them moved over. I will put the two
.debs that should be included in there too - they may get lost as
symlinks - one is on Jason's www directory and one is in bo, which
will be killed some time after the 2.0 release.
