mirror-2.9 released, and hopefully DFSG compliant

A new mirror_2.9-1 is now on master. The copyright has changed (see below),
and should be fine with us. Or is the 'changes must be distributed as
patches' policy too restrictive for us?

This new release is fresh code, and I won't pull out all the patches we
applied against mirror_2.8. Let me know if there is a feature in 2.8 that
you really miss. I could make a 'retro' package mirror28 of the old release.

So here's the copyright:

Permission to modify the software is granted, but not the right to

   patches to released version.

This software is provided "as is" without express or implied warranty.
